Position Overview

The Illinois Department of Insurance is seeking to hire an Insurance Performance Examiner Trainee in the Producer Regulatory Examination Unit of the Producer Regulatory Section of the Enforcement/Investigations Division. This position participates in an agency sponsored training program, for a period of up to twelve months, receiving instruction designed to develop and build knowledge and practical skills in gathering and analyzing information related to producer and/or business entity examinations, to acquire knowledge and understanding of the Illinois Insurance Code and all related laws, rules and regulations and to effectively report these findings to superiors; travels periodically in-state on priority cases to assigned examination sites and remains at or travels back to these sites for the length of time necessary to accomplish the assigned tasks and complete an examination. Utilizes Spanish speaking, reading, and writing skills in interacting with and assisting Spanish speaking insurance agency and/or public adjuster representatives, licensees and consumers with insurance-related inquiries and complaints and provides translation and interpretation for staff of other areas of the Department. Essential Functions

• Receives instruction and guidance from higher level examiners to participate in routine investigations of producers/public adjusters and/or business entities procedures and practices to evaluate compliance with the Illinois Insurance Code and all related insurance laws, rules, and regulations by reviewing the producers/public adjuster’s and/or business entity’s insurance related books and records: 
•Receives instruction and guidance when assisting higher level examiners in the identification, review and assessment of insurance related books and records, including various supporting records and documents, for their applicability or lack thereof to the assigned examination.
• Assists senior examiners or supervisors in conducting examinations of producer and/or business entities’ Premium Fund Trust Account (PFTA), premium handling, return premium handling, programs, procedures, surveys, and books and records for compliance with the Illinois Insurance Code and 50 Illinois Admin.
• Prepares initial draft of comprehensive reports and other documents summarizing findings and recommendations resulting from completed investigations and examinations.
• Reviews license applications requiring screening by the Producer Regulatory Unit utilizing established Department procedures to make recommendations regarding action on pending applications to supervisor.
• Attends and successfully completes all required training classes, seminars and workshops designed to develop, build, and enhance examination knowledge and skills, which also includes attending and participating in meetings that are related to assigned examinations.
• Utilizes Spanish speaking, reading, and writing skills in interacting with and assisting Spanish speaking insurance company representatives, licensees and consumers with insurance-related inquiries and complaints: 
•Translates and interprets for staff of other areas of the Department in interactions with Spanish speaking individuals.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

• Requires possession of a bachelor’s degree with coursework in insurance, finance, statistics, accounting, economics, business administration or a related field.
• Requires the ability to speak, read, and write Spanish at a colloquial skill level.

Preferred Qualifications

• Prefers twelve (12) months of underwriting and/or claims experience.
• Prefers elementary knowledge of underwriting and/or claims practices and procedures and related insurance business practices. 
• Prefers demonstrated ability to acquire and maintain knowledge of the Illinois Insurance Code and all federal and state laws, rules and regulations that govern the insurance industry.
• Prefers elementary knowledge of various computer software programs, including Excel and Word. 
• Prefers demonstrated ability to perform duties in a professional, efficient, and ethical manner and to maintain the confidentially of the company’s information that is obtained during an examination.
• Prefers demonstrated ability to establish effective working relationships and cooperate with others in a manner that recognizes the high importance of teamwork in completing an examination in an efficient and professional manner.
• Prefers demonstrated ability to perform and complete on-the-job training assignments, which are designed to develop knowledge and skills needed to conduct insurance company examinations efficiently.
• Prefers demonstrated ability to gather, evaluate, analyze, and document relevant examination data.
• Prefers demonstrated ability to speak and write effectively and to develop skills in preparing written documentation of an examination’s findings in a logical, detailed, and comprehensive report.

 

Conditions of Employment

• Requires the ability to pass a background check.
• Requires ability to transport and accept responsibility for state equipment and supplies that are needed to perform duties while at examination sites.
• Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
• This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
