Job Description

The Chief Impact Officer (CIO) is responsible for the management and execution of affordable housing solutions to include Land Development, New Construction, Repair Services, Homeowner Selection and Sales, and Public and Private Project Financing. The CIO is responsible for maintaining a complex and multifaceted real estate development pipeline across all facets of the process to meet the service goals of the organization. The CIO oversees urban and rural multifamily condominium and townhome developments ranging in size and sophistication from inception to turnkey and warranty. The CIO collaborates with other members of the senior leadership team to ensure that homebuyers and homeowners have an exceptional experience with Habitat. They ensure that operational functions integrate seamlessly with evaluation, reporting, risk management, and decision-making systems.
The CIO leads the way as a culture keeper, brand ambassador, innovator, and lifelong learner. They think systemically and coordinate across a broad, technically diverse construction portfolio, reflecting alignment with our mission and values. The CIO leads the function in delivering excellence.
The CIO is responsible for implementing policies, procedures, and programs. The CIO regularly evaluates program outcomes, impacts and unintended consequences to ensure the program components are accurately implemented, effectively communicated, and correctly measured.

Responsibilities:
Systems and Processes
Ensures department leaders execute on operating plans, budgets, metrics, and staff performance management practices; integrates with other affiliate departments; defines expected outcomes and standards; and recognizes results that deliver on the strategic plan.
Ensures all program activities comply with all internal policies and practices and with all external codes, regulations and compliance standards from agencies, funders and HFHI.
Provides leadership, supervision, training, and guidance to staff, the selection team, committee members and volunteers in the processing and review of applicants, ensuring compliance requirements are met and meeting all relevant deadlines for grant funds and home sales.
Ensures all transactions, disclosures and notifications meet legal requirements and internal policies; ensures mortgage revenue meets budget and cash flow goals; ensures homebuyers have clear understanding of what they are buying and the resale restrictions on their property.
Oversees directors and staff in the recruitment and selection of Habitat home buyers; the implementation of the homebuyer pre-purchase activities, sweat equity program and the ongoing post-purchase support of Habitat homeowners.
Works with staff to provide training to homebuyers on the resale restrictions on their home; communicates the details of the restrictions; works with General Counsel to update agreements and documents on a regular and as needed basis; works directly with Habitat homeowners to process the sale of their Habitat home.
Implement legal, safety, information technology, and risk-management strategies to ensure the security of Habitat and assets.
Ensures homeowners receive post-purchase support and assistance for an optimal experience.

Funding
Responsible for securing project short term and permanent financing and all associated monitoring of draw requests, compliance, reporting, and close out.
Leverages partnerships, donors, shoppers, and networks to grow existing – and create new – funding sources and increase our impact.
Ensures Habitat homes are permanently affordable and remain in the affordable housing portfolio.
Monitors and approves all mortgage terms, housing costs and lender requirements. The CIO ensures correct homeowner, property and sales information is accurately compiled, shared, and preserved for use in program evaluation.
Ensures homes are sold within the required timeline while meeting all lending and jurisdictional regulations, HFHI and affiliate policies and funding compliance requirements.

Growth
Collaborates with other departments to optimize workflows, end-to-end lifecycles, and efficiencies, ensuring a seamless process and that all parties are well-informed.
Collaborates with resource development, finance, people and culture, and program staff to identify needs, accomplishments, and opportunities in support of organizational growth, sustainability, and compliance.
Stays proactively informed on developments in the affordable housing sector.
