Your Specific Responsibilities:

This is highly responsible position in the Division of Workforce Services, Contract and Grants Unit, providing consultation and direction to the Division Program Areas involving work developing, coordinating, managing, negotiating, tracking, executing, monitoring and overall administration of contracts and agreements for the Division. The individual in this position must be self-motivated, with an ability to work independently, be an effective communicator and facilitator and have the ability to work well with others.

 

Duties require independent judgment in the development of contract and grant management resources, tools and processes. This position is an advocate for the Division and serves as a participant for team assignments, process improvements, and special projects. Specific duties and responsibilities include:

 

  • Developing Scopes of Work, procurements, contracts, and agreement documents;
  • Develops and manages documented systematic financial and programmatic monitoring plans and procedures for contracts and agreements; conducts fiscal, programmatic, and contractual/agreement monitoring activities, audits, and reviews to ensure compliance with contracts, agreements, grants, and Supplemental Budget Request (SBR) requirements, Office of Management and Budget (OMB) circulars, and federal and state statutes and rules;
  • Provides technical assistance and guidance in preparing required corrective active plans and validates corrective actions taken are sufficient.
  • Prepares documented monitoring reports and participates in on-site and off-site meetings, conferences, visits, and reviews to resolve technical, compliance, budgetary, grant, and performance issues;
  • Directs a consultative program to ensure Division funds are accurately and effectively used and controlled for contracts and agreements entered into by the Division;
  • Facilitates the development, coordination, and administration of Division agreements, such as, contract and grant agreements, interagency agreements, data sharing agreements, and memoranda of understanding, including procurement documents, evaluation, negotiation, execution, management of procurement documents, and purchase requisitions;
  • Collaborates with Division contract and grant managers, provides consultation, direction, technical and administrative assistance;
  • Tracks agreements through the review and approval process, which includes other department offices (Office of the General Counsel, Bureau of Financial Management, Bureau of Budget Management, and the Office of the Secretary);
  • Maintains the original agreement file and all required supporting documentation;
  • Participates in procurements, contract negotiations and meetings;
  • Provides assistance in submitting grant applications and supplemental budget requests (SBR’s) to the United States Department of Labor (USDOL);
  • Develops and manages special grants and programs funded and approved by USDOL or the Florida Legislature;
  • Facilitates meetings to coordinate with impacted stakeholders to gather requirements, develop scopes of work, technical requirements, and resolve procurement, contract, and agreement issues;
  • Reviews, approves, and processes invoices for payment processing ensuring contractual and agreement terms, conditions, and expenditures are compliant with contract and agreement requirements and requirements and procedures specified in the Department of Financial Services (DFS) Reference Guide for State Expenditures in Florida Statutes and processing timelines specified in Florida statutes;
  • Performs financial reconciliation against payments made to validate accuracy against contract/agreement requirements and makes adjustments and changes, as necessary to resolve any issues;
  • Prepares, analyzes and updates programmatic and financial reports on projects, potential problems, concerns, and issues, and makes recommendations relating to area of responsibility to senior management in a timely manner;
  • Completes and submits weekly, monthly, quarterly, and ad hoc reports as required or directed;
  • Performs other job-related duties as may be required.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of Florida Statutes, Chapters 119, 287, 219 (and any other applicable to contracts and grants), Florida Administrative Code, and policies and procedures related to contracts and grants.
  • Working knowledge of developing, administering, and monitoring contracts and State and Federal grants.
  • Ability to demonstrate adaptability and flexibility in handling multiple tasks.
  • Ability to work independently and self-motivate.
  • Ability to be an effective communicator (verbally and writing) and facilitator.
  • Ability to plan, organize, and coordinate work activities.
  • Proficient skills with Microsoft applications.
  • Ability to use problem solving techniques and maintain appropriate records.
  • Ability to meet deadlines while maintaining accuracy and providing continued customer service.
  • Ability to conduct fact-finding research and provide reports and analyses as required.
  • Ability to work independently, be detail oriented, and demonstrate outstanding customer service skills.
  • Ability to establish and maintain effective working relationships and work as part of a team.
  • Ability to apply relevant statutes, rules, regulations, policies, procedures, and contractual standards.
  • Knowledge of federal and state workforce programs.

 

Preferred :

  • Minimum of two (2) years of experience writing and reviewing contracts, agreements, amendments, extensions, memos, and other contract-related documents.
  • C urrent Florida Certified Contract Manager (FCCM) or held a FCCM certificate within the last five years.

 

Pay - $67,000
